Description of activities and services

Cornel Ilinca graduated the Faculty of Land Reclamation and Environmental Engineering, 011464 Bucharest, Romania. He earned a diploma in Construction Engineering at the University of Agronomic Sciences and Veterinary Medicine Bucharest in 1995, followed by in-depth studies in 1996, in Hydroinformatics at the Technical University of Civil Engineering of Bucharest (TUCEB).

He started the research and hydrotechnical design activity at Technical University of Civil Engineering of Bucharest, under the coordination of his mentor, Professor Adrian Popovici (TUCEB) since 1997, when he enrolled in the PhD. Currently, Cornel Ilinca is Lecturer within the Department of Hydrotechnical Engineering, Faculty of Hydrotechnics within the Technical University of Civil Engineering of Bucharest.

Cornel Ilinca, was head of technical projects for Hydropower Facilities with installed powers below 10 MW. He was head of project at the Sacherstita dam with a reinforced concrete mask (H=9 m), and was responsible for projects from the Technical University of Civil Engineering of Bucharest for contracts within the Large Infrastructure Operational Programme; and he participated in the project “Plan de Ordenamiento y control de agua en la Provincia de los Ríos Ecuador PACALORI, 2013-2015, PROMAS Universidad de Cuenca”, under the guidance of Professor Adrian Popovici (TUCEB) and Professor Felipe Cisneros (Universidad de Cuenca).

He participated in the design of constructions and hydrotechnical facilities in Trinidad-Tobago, Iraq (Base-arched dam, H=70m and Barzur-earthen dam, H=42 m) under the coordination of Professor Adrian Popovici.

He worked together with Professor Adrian Popovici in the development of the following regulations:

• Normative regarding the design, execution, and evaluation for seismic actions of hydrotechnical works in the retention front. Revision of NP 076-2002, indicative NP 076-2013.

• Regulations regarding the establishment of loads and groups of loads for hydrotechnical retention constructions, indicative NP 130 2013

• Normative regarding the assessment of sliding stability of concrete dams. NP code: 136/1-2014

He participated in the development of a Good Practice Guide by the  EPC Environmental Consultancy company as part of the Swiss-Romanian Cooperation Programme, which outlines the planning and execution of investments in the micro hydropower industry. He has extensive experience regarding consulting and design in the field of Hydrology, Water Management, Seismic Engineering, Hydrotechnical Structures and Coastal Engineering for the Industrial Components Group (GIC), Vienna Energy Forta Naturala, MVM Energy Romania, Alpha Construct, Hidroelectrica, Romanian National Water Administration , etc.

Description of research activities

In 2003, Cornel Ilinca obtained the title of doctor in the field of Civil Engineering, with the doctoral thesis entitled: “The application of neural networks and statistical models in the supervision of hydrotechnical constructions” with the doctoral supervisor, Professor Adrian Popovici .

His research activity focuses on the following fields: Hydrology, Water Management, Hydrotechnical Structures and Seismic Engineering. The conclusions of the research carried out together with his younger colleague dr. eng. Cristian Anghel are published in various journals and conferences.

He is a reviewer for journals and scientific manifests of the following publishing houses:

• MDPI Publishing House (Applied sciences, Hydrology, Water, Sustainability, Journal of marine science and engineering, Remote sensing, Mathematics, Smart cities, Energies, Climate, Geosciences, Axioms, Symmetry);

• Willey Publishing House (Journal of flood risk management).

He was an expert evaluator for three GnaC ARUT 2023 national grant proposals for the hydropower field.

He developed computer applications in Mathcad regarding calculations of mechanical strength and stability of structures, hydropower calculations, and hydrological and hydraulic calculations used by specialists in the field, including university teachers in the country. Together with his mentor, Professor Adrian Popovici, he published the Dynamics and Seismic Engineering application book for university students.
