He graduated the Faculty of Geodesy Bucharest, the 1981 promotion.
Since 1986 he has been employed at the Technical University of Civil Engineering Bucharest, initially as a research engineer and since 1990 as a teacher.
He has graduated all academic degrees and – since 2014 – is a university professor. Since 2022 he is an associate professor of the Faculty of Geodesy at the Technical University of Civil Engineering Bucharest
Educational competences:
Doctoral thesis: „Modernization of topographic technologies in the execution and exploitation of engineering constructions – Applications in Industrial Measurement Techniques” – Technical University of Civil Engineering Bucharest 1999

Descriere activități de cercetare
Cadastru si in cadrul Centrului de cercetare Masuratori geodezice ingineresti si infrastructuri de date spatiale sunt:
- Contribuţia la dezvoltarea de servicii inovatoare, regulamente, legislatie in domeniul topografie inginereasca, standardizare informaţii geospaţiale, evaluarea imobilelor, etc, .prin participări alături de autorităţile publice centrale, locale si reprezentanţi ai sectorului privat profit si nonprofit;
- Realizarea de reţele de sprijin de precizie – suport pentru ridicări topografice, trasări;
- Dezvoltarea de tehnologii noi bazate pe tehnici de măsurare moderne pentru asigurarea montajului echipamentelor industriale;
- Implementarea de metode de urmărire a comportării în timp a construcţiilor şi terenurilor în concordanţă cu tendintele cele mai noi din acest domeniu;
- Participare la crearea cadrului normativ şi informatic al lucrărilor de cadastru şi al sistemelor informaţionale specifice diferitelor domenii de activitate;
- Aplicarea metodelor avansate privind dezvoltarea cunoasterii in domeniile geodezie, date spatiale, metode specifice 3D: BIM, GIS, CAD;
- Aplicarea creativă a tehnicilor de proiectare şi cercetare moderne în cadrul realizării proiectelor de cercetare cu impact în domeniul măsurătorilor geodezice inginereşti şi a infrastructurilor de date spaţiale;
- Promovarea competitivităţii pe piaţa calificărilor de vârf din măsurătorile geodezice inginereşti, cadastru, evaluarea imobilelor, etc.;
- Promovarea de parteneriate cu mediul de afaceri;
- Dezvoltarea cunoaşterii prin participarea la conferinţe, sesiuni de comunicari, simpozioane, conferinte, mese rotunde si workshopuri, prezentarea rezultatelor programelor de cercetare ştiinţifică in publicaţii si reviste naţionale şi internaţionale indexate ISI;
- Introducerea si utilizarea de tehnici interdisciplinare, pentru determinarea cu precizie ridicată a mărimilor de măsurat;
